On March 31, 1866 the City of Santa Cruz was incorporated. At that time the commercial district consisted of roughly 47 establishments including; 3 hotels, 5 restaurants, 2 livery stables, and 27 saloons.
Several of the saloons were bawdy houses of some repute, such as Emma Cooper’s House, Madame Paulines house, and Josie Lorenzana’s ‘#10 Front Street’. These three were all on Front Street in downtown Santa Cruz. The Santa Cruz Sentinel which was 10 years old at the time, was also located on Front St.
